Most relevant for this tier: Authority (this engagement only works for buyers who can act). Stakeholders do not exist (the twin is not built to clear a committee). The PMO is probably making things worse (the kitchen replaces the PMO function, does not report into it). The board meeting is theater (the twin lands before the board, not at it). Strategic is the word people use when they cannot say what they mean (the twin replaces "strategic transformation" with operational reality).
